Musical Ruffle Skirt

So I love this skirt, probably one of my best so far. It is two layers of ruffled black and white musical note print fabric. With lace as usual.
People have been divided on weither they like the random black panel in the white, so I'd like an opinion. I like it because it is inspired by skirts that are in KERA magazine.
